Inligo Networks, a privately-owned designer, builder and operator of subsea telecommunications networks is pleased to announce the addition of a branching connection from its Asia Connect Cable (ACC-1) into Davao in the Philippines. Inligo’s ACC-1, which stretches from Singapore in the West to Los Angeles, USA in the East, will be one of the highest capacity subsea systems installed between Southeast Asia and the United States, providing much needed connectivity between the rapidly growing economies of Southeast Asia and the United States via an optimized southern route through the Java Sea.

ACC-1’s newest branching unit, which shall be referred to as the Davao branch, will be enabled by Inligo following the signing of a Memorandum of Understanding (MoU) with PLDT Inc. (PLDT), the Philippines’ largest fully integrated telecommunications carrier, at the recent Asia Carriers Conference held in the Philippines.

Partnering with the largest fully integrated telecommunications carrier in the Philippines

Under the MoU, Inligo and PLDT will negotiate the terms of the definitive agreements of the proposed landing opportunity in Davao, located in the southern Philippines. Based on the current discussions, PLDT will serve the Cable Landing Station (CLS) requirements of the Davao branch.

PLDT has been active in the subsea cable market, having recently inaugurated the Jupiter cable system, which connects the Philippines to Japan and USA. PLDT also has investments in the Asia Direct Cable system, which runs from Singapore through the South China Sea to Japan; and the APRICOT cable, which is planned to connect the Philippines to Japan, Singapore, Indonesia, Taiwan and Guam; and which are set to be completed in the next two years.

Inligo Networks Asia Connect Cable, enabling high-speed, low-latency connectivity.

Apart from ongoing discussions for the Davao branch, the ACC-1 provides a high level of intra-Asian and transpacific connectivity, with confirmed landings in Singapore, Batam, Jakarta, Makassar, Dili, Darwin, Manado, Guam and Los Angeles. Inligo Networks ACC-1 consists of a design capacity of approximately 256Tb, running via 16 fibre pairs and operating as an open cable system utilizing the next generation WSS ROADM technology – the next-generation Wavelength Division Multiplexing technology allowing highly flexible routing of capacity to any and between any point on the cable system.

Inligo Networks’ Commercial Director and Chief Revenue Officer, Simon ZETTL was quoted, “The Philippines is a significant growth market in terms of data consumption, creation and distribution, and having a mature and dynamic partner such as PLDT to assist us in supporting this growth is a partnership we are confident will bring long-term mutual benefits to both our organisations. We look forward to working with PLDT through this next phase of discussions.”

Inligo is excited to be working with such a dynamic company as PLDT, who clearly understands the critical importance of high speed, low latency connectivity in and out of the Philippines to continue to attract foreign investments, provide superior services to its consumer and enterprise customers, and provide the foundation for continued expansion and development of the rapidly growing data center industry.

According to Jojo Gendrano, SVP and Head of Enterprise and International Business Group at PLDT, “We are pleased to have this MOU with Inligo as they add a branching connection from the ACC-1 into Davao, because it is aligned with PLDT’s mission to make the Philippines the next hyperscaler destination of Asia-Pacific. PLDT Davao CLS where ACC-1 will land will be directly connected to PLDT’s robust domestic fiber optic cable facility and network of data centers across the country. We see this partnership as an opportunity to further enrich our connectivity ecosystem and strengthen the Philippines’ advantage as a strategic digital hub in the region.”

ACC-1’s landing in the southern city of Davao will provide the lowest latency cable path between Australia and the Philippines connecting via Darwin with an engineered round-trip latency of under 30 msecs. It will also provide the Philippines with an expected round-trip latency to Southern California of 135 msec.

As part of their long-term objectives of the Digital Territory strategy, the Australian Northern Territory Government is keen to attract new investment into Darwin. Australia has the political stability required for a Data Centre hub, as well as a skilled IT workforce able to provide the necessary infrastructure skills in Darwin.

In the Asia Pacific (APAC) region there were originally three main centres for content and internet connectivity with Hong Kong, Singapore and Tokyo being the destinations for the majority of European and US traffic. As the internet and content has evolved, we have seen both Hong Kong and Singapore come under pressure, with Hong Kong due to political tensions between the US and China and Singapore as it simply runs out of power for new data centres which has led to the recent 3-year moratorium.

Although the Singapore Infocomm Media Development Authority (IMDA) has now started to accept new Data Centre development applications, these have a new set of sustainability requirements being piloted and the total capacity allocated is still expected to be capped. With these limitations and the growing exodus from Hong Kong this has led to a search for new Data Centre hub locations in APAC.

In Europe, the Middle East and to some extent the US we have seen new Data Centre hub locations emerge to serve the hyperscalers and other content providers. The integration of subsea cables and data centres has become even closer and there are various trends and requirements needed for any new hub locations.

In the Asia-Pacific region is now seeing similar patterns, however we also need to understand what the ideal requirements are for a new hub location.

Enter Darwin, Northern Territory

The first requirement for any new Data Centre hub location is political stability, ideally coupled with attractive tax breaks or concessions from local or national government.  Combined with the location there is the requirement for dependable cheap power, preferably from reliable green sources.

The final ingredients in the mix are good connectivity with multiple fibre routes, both subsea and terrestrial as well as a trained IT workforce.  For hyperscalers and other users latency is also important to maintain their zones.

Darwin, Australia (at Sunset)
Above: Darwin City and Surrounds, Northern Territory, Australia by Air

The Philippines, Guam, Vietnam, Indonesia and Malaysia have all been cited as potential South East Asia Data Centre hub locations but a more obvious candidate is emerging with Darwin in Northern Australia becoming a front runner.

Darwin has recently seen an uptake in data centre activity. DCI Data Center have announced plans to build a new 10MW facility in the city called DRW01, while DXN acquired a data centre called Secure Data Centre. Fibre Expressway is also planning to build out a 20MW data centre as part of its new $1.5 billion Project Koete connectivity plan for North Western Australia.

Data Centre Players have keen interest in Darwin Location

NEXTDC Limited has announced plans to build a new state-of-the-art Tier III data centre in the Territory. D1 Darwin is an $80M USD critical infrastructure investment and will be located at 2 Harvey Street in the Darwin Central Business District.  Construction has begun in October 2022, with the creation of around 200 jobs and up to 25 positions once it is operational in mid-2023. D1 will house 1500 racks and support up to 8MW IT load. In addition, it will offer uninterrupted critical services to customers to support business, and an innovation centre providing collaborative spaces to support Territory technologies innovators, start-ups and high growth companies.  NEXTDC have already secured rights to a second location in the Wishart Estate for a future-planned second data centre (D2).

With at least four new data centres planned, the remaining ingredients for success are green energy and fibre optic connectivity.  Dealing with green power, this has been a key driver for Data Centres in the Northern Hemisphere, normally from hydro, wind or thermal electricity sources.  In Darwin the Sun Cable project, or the Australia-Asia Power Link is planned to use a vast array of solar panel arrays with 17-20 GWp. The AAPowerLink project was envisaged to provide an interconnect from Darwin to Singapore and provide 15% of Singapore’s total electricity needs.

As well as providing this international power interconnect, the solar panel arrays could easily provide green power for the Data Centre hub business in Darwin, as well as supporting new domestic cable landing stations and local businesses.

Ideally, a Data Centre hub will require multiple high-fibre count connectivity connections to other Data Centre hubs and centres of population.  At the moment Darwin only has limited domestic terrestrial fibre connectivity, but that situation is changing with Vocus investing $100 million USD in a 1,000 km subsea cable connecting Darwin to Perth, Jakarta and Singapore on the Australia Singapore Cable (ASC).

Above: An Example of a Data Centre Setup

In the pipeline are at least two other international subsea cables with Hawaiki Nui planned to land in Darwin connecting onto Sydney and New Zealand.  However, the most exciting project is Inligo Networks Asia Connect Cable (ACC-1) which is planned to connect Darwin directly to Jakarta (plus a number of Indonesian cities) and Singapore going West, and to Guam, the Philippines and Los Angeles going East.  This 16-fibre pair system capable of 12-17 Tbps per fibre pair will be a major game changer for Darwin. The current plan is to start the ACC-1 project build in 2023 with completion by late 2025.

In addition to the three subsea cables landing in Darwin (and potentially at least two others) there are two new terrestrial fibre projects with Bevan Slattery’s HyperOne and Inligo Networks Project Unite connecting Darwin to the rest of Australia. Project Unite will be a 48-fibre pair system from Darwin to Adelaide and onto Melbourne and Sydney and will provide the lowest latency from both Sydney and Melbourne to Jakarta and Singapore.

All the elements for a successful South East Asia Data Centre hub in Darwin are there and the individual projects are in place to make this vision a reality by 2026.  Over one hundred and fifty years earlier another major engineering feat was completed with the Overland Telegraph Line connecting to the subsea telegraph cable to Singapore and onto India. By 2026 Darwin could once again become a major international communications hub for Australia.

The owner of Sacom Timor-Leste company, Abílio Araújo, has committed to bringing a subsea fibre optic cable from Singapore to Timor-Leste.

After meeting with President José Manuel Ramos-Horta at Presidential Palace, Thursday (23 June 2022), Araújo said Sacom TL and their partner Inligo Networks met with the President to speak about economic development in Timor-Leste, particularly looking at what the Sacom Group can contribute in terms of [reducing] poverty and developing the country.

Sacom, together with their partner Inligo Networks, have developed a new company called Sacomtel TL, which has just received approval for work in the area of subsea cables. The Council of Ministers, through the 8th Government, and the National Communications Authority have approved this.

“I brought my partner Inligo Networks. This company has already developed subsea cables in many places and this investment is over USD800 million. A subsea cable will go from Singapore, through the Java Sea to Alor, then from there it will go east and come down to Darwin,” Araújo told journalists after meeting with President Ramos-Horta.

Sacomtel TL’s investment in the subsea cable is 100% private and the subsea cable will be linked to the Inligo group’s international cable which is called Asia Connect Cable (ACC). A company called OceanIQ has arrived in Timor to prepare for location [for the cable].

Companies from around the world to come and keep their data in Timor. In the Asia Pacific region the country with the biggest Data Centre is Singapore, and now Singapore is at capacity because there is not enough energy in Singapore to add a new Data Centre.

“This new investment will develop the digital economy in Timor and we can become a centre for data, which will put Timor in the right place in the world,” Araújo said.

Inligo Network prepared for increased demand with bold strategy in Northern Territory

Economists say the Territory’s close proximity to South-East Asia offers Darwin an unparalleled opportunity to close the gap between the Australian and booming Asian digital economies.

In the past year, Vocus, Hawaiki and Inligo Networks have announced new international digital connections linking Darwin to South-East Asia and North America.

These new high-speed, secure information highways will see the Territory taking a leading role in Australia’s digital economy and help unlock Darwin as a major new data hub for the Asia-Pacific region.

Vocus’ Darwin-Jakarta-Singapore cable will be the first direct fibre link between Darwin and Singapore with installation starting this year and operational by mid-2023.

Asia Connect Cable to provide direct international capacity

The Inligo Network Asia Connect Cable System (ACC-1) is the Territory’s third cable connection to Singapore, with links to Indonesia, East Timor, Guam, Japan and the United States.

The $700 million Inligo subsea optical cable begins roll-out this year and is complemented by Inligo Networks new $200 million terrestrial cable Unite, which will connect Darwin and Adelaide, then potentially to Melbourne, Canberra and Sydney.

Inligo Networks Proposed Cabling System into Darwin (March 2022)
Proposed Cable Systems for connectivity into Darwin

These major investments in new lightning-fast fibre cables come at the same time as a commitment from two Australian companies, NEXTDC and DCI, to establish world-class data centres in Darwin.

Establishment of new Data Centres in Darwin

This year, NEXTDC begins construction of its $100 million data centre in the Darwin CBD.

The Darwin data centre – to be known as D1 – will bring world-class global best practice for cloud and digital services access, enabling Territory businesses and communities to access the full potential of NEXTDC’s ecosystem, as well as world leading, security, resilience, and sustainable operations.

The facility has a targeted IT load of at least eight megawatts and will have direct access to Darwin’s major undersea cable and inter-capital infrastructure.

About 200 jobs are expected to be created during construction and 20 during operation.

NEXTDC have also secured a first right of refusal over a second Darwin site for their D2 facility to further boost the region’s long-term technology infrastructure needs, including a hyperscale campus catering to the emerging South Asia region and the NT’s growing subsea cable connectivity.

DCI also plans to build a data centre in Darwin as part of its global expansion strategy, with an IT load of 10 megawatts.

DCI chief executive Malcolm Roe says: “Darwin is the command hub in the north for Australian defence and coastal border forces, and hosts significant US Defense technical and aerial assets.

“The rapidly growing space sector is also seeing organisations such as NASA and other global players establishing a presence in the Territory.

“This is all in addition to the existing mining, agriculture, and tourism sectors.”

“These industries require secure ICT infrastructure, so it makes perfect sense for us to increase our footprint to include the NT.”

Global internet traffic surged by more than 40 percent in 2020 as a result of increased video streaming, video conferencing, online gaming and social networking.

This growth comes on top of rising demand for digital services over the past decade; since 2010, the number of internet users worldwide has doubled, while global internet traffic has expanded 15-fold.

The Asia Connect and Unite Cable systems will link data centres in Darwin to international and domestic destinations on higher capacity lower latency network based services. The Asia Connect Cable will have one of the lowest latency paths between Southeast Asia and the United States, but it’s path from Southeast Asia to Darwin, from Japan to Darwin and Darwin to the USA will be one of the lowest in the region.

We expect the level of customer demand for data services in Darwin to rise considerably over the next few years as planned data centres in Darwin come on stream and demand for a shorter latency path between Adelaide, Melbourne, Sydney and Asia are sought by customers.

Mr. Anthony Callanan, Chief Technology Officer, Inligo Networks

Inligo Networks is preparing for the demand upswing with several high capacity fibre pairs to connect Darwin from both the International and Domestic segments.

Market analysis has capacity demand between Australasia and Asia increasing by seven times before the end of this decade. Inligo Networks is well placed to provide that much needed capacity and the highest capacity into Darwin of any international cable system.

Indosat Ooredoo Hutchison and Inligo Networks announce both parties will partner to build a high-capacity fibre-optic telecommunication submarine cable system, Inligo Networks Asia Connect Cable System or ACC-1.

The partnership between Inligo and Indosat Ooredoo Hutchison supports their vision to become the most preferred digital telecommunications of Indonesia by developing a new low-latency and high-capacity data network through fibre optic cables, connecting multiple Indonesian cities to Australia, Guam, Singapore, and the United States through Indonesian waters on the 18,000 km system.

The partnership comes as Indonesia accelerates its digital transformation efforts, including achieving Indonesia Merdeka Sinyal 4G by the end of 2022, where 4G services will be available in all regions across Indonesia, including in the 3G areas, while expanding 5G networks as the foundation for future solutions. The construction of the Asia Connect Cable System (ACC-1), which will provide up to a 240 Tbps network throughout the system, will allow Indosat Ooredoo Hutchison to provide a broader network, especially for eastern Indonesia, and increase network capacity for Business-to-Consumer (B2C) and Business-to-Business (B2B) services throughout Indonesia.

Chief Technology Officer of Indosat Ooredoo Hutchison, Desmond Cheung, said, “This partnership allows Indosat Ooredoo Hutchison to be an exclusive landing partner for the Inligo Submarine network, providing high-capacity connectivity within Indonesia and the rest of the Pacific region, including the potential to reduce costs in developing advanced connectivity reaching the eastern part of Indonesia and increase our incremental revenue in wholesale telecommunication services. The partnership is also in line with our long-term commitment in accelerating Indonesia’s digital transformation agenda as we believe it must be underpinned by a sophisticated submarine cable system like the ACC-1.”

Affairs and Fisheries Number 14 of 2021 on the Submarine Pipelines and Cable Systems. The law regulates how a foreign company must partner with an Indonesian licensed telecommunications company in establishing the international submarine networks through Indonesian territory. The law contains a list of 43 underwater pipeline segments, 217 underwater cable line segments, and 209 BMH (Beach Main Hole), including four designated landing stations located in Batam, Kupang, Manado, and Jayapura.

The Inligo Networks ACC-1 mega project will begin construction in 2022, with the first route connecting Singapore, Batam, and Jakarta. In mid-2023, subsea telecommunications cables will be constructed from Medan, Makassar, Kupang, Dili (Timor Leste) to Darwin (Australia), followed by the construction from Manado, to Guam by the end of 2023. The project is expected to be completed in 2024, connecting Guam to Los Angeles (United States), and fully connecting Southeast Asia, Australia, the Pacific, and the United States.

The Indosat Ooredoo Hutchison Offices
Indosat Ooredoo Hutchison sixth-fastest growing telecommunications brand globally

Chairman of Inligo Networks, Brian Evans, said, “Indonesia has a great opportunity to become a digital powerhouse of Southeast Asia. Our collaboration with Indosat Ooredoo Hutchison will drive better connectivity and functionality within Indonesia, across Southeast Asia, and the Pacific region. As a submarine cable network plays a vital part in connecting the Indonesian archipelagos, the partnership will increase data traffic, facilitate data transfer, internet access, and cloud storage which has now become an integral part of increasingly digital society and digital nations.”

“Indosat Ooredoo Hutchison has the competitive advantage to attract more strategic partners across industries to drive collaborations that create more business opportunities and accelerate Indonesia’s digital transformation. We believe that this partnership is aligned with our mission to deliver world-class digital experiences, connecting and empowering every Indonesian,” concluded Desmond.

Startup fibre carrier says its plans for a national fibre network were prompted by a lack of existing capacity and a reality that there is no justification for connecting Darwin to its planned South East Asian to United States network if it could not haul multiple terabits from there to the population centres of south eastern Australia.

As exclusively reported last week, Inligo is planning two cable systems: Asia Connect, which will link Singapore and the United States via major population centres of Indonesia, Timor Leste and Darwin, Australia as well as Unite, initially a Darwin-Adelaide connection later to expand to east coast capitals.

In an interview with CommsDay, Inligo chief commercial officer Simon Zettl said: “We realised that with the demand we were serving to Guam and the US that we were dropping approximately 32 terabits into Darwin. But Darwin at present, has very limited capacity to the southern states, and we were surprised by what was there. There were really only two options and they’re both getting fairly long in the tooth and not able to provide that capacity that datacentre operators are going to be requiring.”

“We then started talking with some local partners around interest in a Darwin- Adelaide link, as phase one, because Adelaide has good connectivity already. So we thought if we could get the traffic to Adelaide, there’s still a very low latency, efficient path, that would help. And then phase two will be Adelaide to Sydney, and then Adelaide to Melbourne.”

Zettl said the completed system will shave 15% off the latency from Sydney to Singapore compared to using existing options.

“The design that we have and the technology we’re using will allow Customers to configure traffic all on the one platform. So it will be a homogenous platform all the way from Sydney, Melbourne, Adelaide backing out through to Jakarta, Singapore, Los Angeles and Tokyo. We’re putting them together because whilst ACC-1 is the foundation cable, we’re constantly looking at what makes sense and what is very complementary to that system that gives customers more functionality and more optionality.”

Zettl also explained the strategy behind running the US link through the Java Sea and the plan to land in multiple destinations in Indonesia, namely Medan, Batam, Jakarta, Makassar and Manado.

“The Java Sea route was originally conceived to provide a path from Singapore but we always wanted to connect to Darwin and give Australia a north-bound connection stretching into the global network and also to connect Timor-Leste, because Timor- Leste is only serviced by satellite connections which are expensive and fraught with reliability issues, you know, being in the tropics,” Zettl explained.

“Last year the Indonesian government saw the inquiries around cables running through the Java Sea, so they announced a decree whereby all the cables coming in had to round in a number of specified sites within Indonesia, effectively north, south, east, west rounding points,” he continued.

“So that drove our cable path from Singapore into Batam, through to Jakarta. We went to Makassar because of the shift in the Indonesia capital from Jakarta to just north of Balikpapan (the new capital is called Nusantara), as we wanted to make sure we were capable of accommodating a connection into Balikpapan.”

EXECUTIVE TEAM BOOST

Zettl says Inligo’s south east Asia smarts have been bolstered by the appointment of two new board members with deep international experience. John Thompson is a former president & CEO of J-Phone Hokkaido in Japan, CTO of Vodafone Japan (now Softbank Mobile), CTO of Indosat Ooredoo Indonesia, CTO of Cable and Wireless Worldwide as well as senior roles in Vodafone Group and Bharti Airtel in India and Vodafone Germany. Most recently he was advisor to the CEO and CTO of XL Axiata in Indonesia. Tim Gigg had a career in global telecommunications companies such as Vodafone, FLAG Telecom (now GCX) and Global Crossing (Lumen).

Zettl himself has a background at Matrixx Software, BT and Vodafone Global Enterprise while Inligo executive director Brian Evans is best known as the former head of Digital River Networks and was most recently at Telstra.

The key question with Inligo regards the source of its funding with the system set to require the best part of a billion dollars. The company has hinted that it will be making announcements on this front shortly.

Inligo Networks (Inligo) announces its Asia Connect Cable System will land in Darwin Australia with a planned capacity of over 50 TB/sec. The landing decision and associated investment has been made after many months of working closely with the Northern Territory Government and its Investment Territory Team.

The investment will see Inligo land the ACC1 cable system into Darwin and the construction of a new purpose built Cable Landing Station (CLS) to the north of the Central Business District. Further, Inligo will directly connect several Data Centres in Darwin into the cable system.

The Cable Landing Station will also provide a termination point for the Unite Cable System seamlessly connecting Darwin with Adelaide and providing terrestrial connections for customers in South Australia and the Northern Territory for Stage 1.

The cable system once completed, together with our domestic cable system in the NT, will provide much needed low latency international capacity for the Northern Territory’s major organisations in Education, Space, Defence and other related industries.

By connecting the system into existing and emerging data centres in both the Northern Territory and South Australia, a much anticipated shorter link to Asia and the USA without the need to send telecommunications traffic via Western Australia and/or Sydney becomes a reality.
